The Water and Sewer Authority held its regular meeting on July 8, 2010 at the Waste Water Treatment Plant, 24 Commerce Road, Newtown, CT.  Chairman Zang called the meeting to order at 7:05pm

Present: Maryanne Brown, Lou Carbone, Alan Shepard, Richard Zang, Carl Zencey, Eugene Vetrano, Richard Conte joined the meeting at 7:40pm

Also present: Jason O’Brien and Julio Segarra of United Water Environmental Services, Inc., Director of Public Works Fred Hurley.

Public Participation - None

Approval of the minutesThe previously distributed minutes of the regular meeting of 6/10/10 were unanimously approved.

OLD BUSINESS

30 Currituck Drive request to hook-up – This property is on the transmission line and there is an easement along the property.  Alan Shepard asked to have a GIS map along with the request to hook up.  The benefit assessment fees were deferred at the time for properties on the transmission lines.  Alan Shepard moved to approve the hook-up for 30 Currituck, checking that the benefit assessment has not been paid and updating it to the current rate. Lou Carbone seconded, motion unanimously accepted.

2,4,6,8 Riverside Road – At the last meeting the Chairman was authorized to draft a letter of preliminary approval.  Alan Shepard moved to go into executive session at 7:16pm inviting Director of Public Works, Fred Hurley and the Clerk, Arlene Miles to join, Marianne Brown seconded, motion unanimously accepted.  Executive session ended at 7:29pm.

Gallons processed vs gallons billed study – Scheduling of the training for the meters needs to scheduled and then they will be ready to install the meters.

Discussion of progress on mapping – Fairfield Hills needs to be discussed.  Dick Zang quested how are they going to draw a line around the district?  Alan Shepard will be working on this and bring it back to the WSA.
Capital needs report – SCADA – A final report is expected from Fuss and O’Neil next week.  It will be distributed to the Authority members as soon as it comes in.

4 Berkshire Road – They are looking at the actual billing that he owes and bring it up to date.  Fred Hurley would like to talk to him directly to find out what he is looking for.  

NEW BUSINESS

Report by United Water Environmental Services, Inc. – They hit an all time low in nitrogen.  The plant is running very well.  They are TVing lines at FFH.  Dick asked if there will be a map marked up of the area as to the assessment of the lines

Alan Shepard moved to add the adjustment in the benefit assessment to the agenda, Lou Carbone seconded, motion unanimously accepted. Alan Shepard moved to set the adjustment in the benefit assessment effective July 1, 2010, Marianne seconded, motion unanimously accepted.

Report by Public Works Director – Fred Hurley reported that Virginia Delima from USGS is working on the report.
